Finnish technology company Insta, specialising in defence solutions and cybersecurity, and Ukrainian robotic platform manufacturer Tencore are deepening their cooperation and preparing to establish production of Ukrainian unmanned ground vehicles in Finland.
The cooperation aims to create a distributed production model in Finland that draws on the manufacturing, assembly and supply chain expertise of Finnish industrial partners. The model will enable secure production capacity to be expanded outside Ukraine while harnessing Finland’s strong technological, engineering and industrial expertise. The objective is also to accelerate deliveries of the systems to support Ukraine’s defence needs.
The Joint Statement of Intent concerning the cooperation was signed in connection with a meeting between Ukrainian President Volodymyr Zelensky and President of the Republic of Finland Alexander Stubb on Sunday, 23 August.
The first step in the partnership is to manufacture TerMIT 2.0 UGV ground vehicles for use by the Armed Forces of Ukraine. The Letter of Intent covers product manufacturing and assembly as well as supply chain development. It also includes joint product development related to integrating artificial intelligence and autonomous solutions into different platform types.
“Our cooperation is now progressing from plans towards concrete production, combining Tencore’s experience from the Ukrainian battlefield with the technological expertise, production capabilities and experience in demanding conditions of Insta and Finnish industry. Together, we are building a scalable production model that supports the defence capabilities of both Finland and Ukraine while strengthening the European defence industrial base,” says Petri Reiman, CEO of Insta Advance.
Insta and Tencore signed their first Memorandum of Understanding on 24 February. The newly signed Joint Statement of Intent advances the cooperation towards production in Finland, the establishment of a distributed network of industrial partners and the creation of a joint venture.

Distributed production model strengthens security of supply
The manufacturing model to be established in Finland will be based on an extensive network of industrial partners. Its distributed structure will enable production to be scaled rapidly while strengthening production continuity and security of supply.
At the same time, the cooperation will integrate Ukrainian solutions developed in real operational environments into Finland’s industrial and technological ecosystem. Tencore contributes its expertise in unmanned ground vehicle design, operational experience and the TerMIT product family. Insta’s role is to bring together the Finnish industrial network, production capabilities and technological expertise.
TerMIT 2.0 is a modular unmanned ground vehicle developed by Tencore. It can be used for a range of missions, including logistics, casualty evacuation, mine clearance, fire support and electronic warfare.
Future security solutions are developed through close cooperation
Insta has extensive expertise in cybersecurity, software development and defence technology. The company actively supports the strengthening of Finland’s and Europe’s defence capabilities and develops next-generation defence technologies together with its international partners.
